I don't think it makes a difference whether pieces are rated out of 9 or 10. Besides, this way we get to use 5 as a middle figure instead of having to decide whether to rate something as a 5 or a 6. The issue is not the numbers used, but the way they are averaged out.

Edit: Another reason to leave it at 9: fewer digits mean easier programming, right?
