How does that rating thing work exactly? Who can rate and what's the highest thing you can put? Can you change your rating afterwards?

What's the scale?
Do you rate out of 100? Out of 10? Out of 5?

Is there some sort of rubric, to show what individual scores mean? Some sort of chart to show what the indivual scores mean would be good, as it is now, it's very subjective. There's nothing to show what a "7" is, or a "2".

After my experiments, I concluded that you can enter just one digit, thus 9 is the best you can give, and then it just goes down from there until 0 is the same as nothing I guess (so 1 is the lowest grade that will change the overall grade).

The displayed rating is the average of the last 20 votes. So if you have only been rated once, say for example 9, your overall rating would be 0.45

I actually think there is a bug with the ratings as I could enter 1000 as a rating.

Yes. It can be used to award some large rating points for contest-winning writings (as well as fix some ratings if some group of members is being an asshole and giving someone a very low rating to be mean, I suppose).
